Determining Factors of Ease of Machining
Some pre-hardened steels machine much easier than others, what is the determining factor?

The first factor that determines how well material machines is chemistry. Certain elements will allow for easier machining. The main element for machining is Sulpher. It consists in the steel matrix as Magnesium Sulphides.

The Second factor for machinability is hardness. For obvious reasons, as you increase in hardness the machinability factor goes down.
